- In a large skillet over medium heat, melt butter with olive oil. Add onion, garlic, carrots, celery, and mushrooms. Sauté for 5-6 minutes until softened.
- Sprinkle flour over the sautéed vegetables and stir for 1-2 minutes. Gradually whisk in chicken broth and heavy cream until smooth. Season with paprika, Old Bay seasoning, salt, and pepper; simmer for 5 minutes.
- Fold in shrimp, crab meat, peas, and parsley. Cook for 3 minutes until shrimp turns pink. Remove from heat.
- In a mixing bowl, whisk together flour, baking powder, garlic powder, and salt. Stir in cheddar cheese. Mix in melted butter and buttermilk until just combined.
- Preheat oven to 375°F. Grease a baking dish, pour in the seafood filling, and drop dollops of biscuit dough on top. Brush with melted butter.
- Bake for 25-30 minutes until biscuits are golden and filling is bubbling.
- Let cool for 5 minutes before serving. Garnish with parsley or cheese if desired.
