  1. Heat olive oil in a large skillet over medium heat. Add onion, carrot, and celery, and sauté for 5-7 minutes until softened.
  2. Add the ground meat and cook for 5-7 minutes until browned, stirring occasionally.
  3. Pour in the white wine and simmer for 3-5 minutes to deglaze, allowing most of the liquid to evaporate.
  4. Stir in milk or heavy cream, nutmeg, salt, and pepper. Simmer gently for 30-45 minutes, stirring occasionally.
  5. Remove from heat and stir in Parmesan cheese until melted and well incorporated.
  6. Serve hot over pasta, ensuring it's well coated.
