Method
 

Step-by-Step Instructions
  1. Prepare the Water: Fill a shallow dish with warm water to help soften the rice paper quickly.
  2. Soak the Rice Paper: Dip a rice paper sheet into the warm water for about 5 seconds and lay it flat on a clean surface.
  3. Prepare the Filling: In a mixing bowl, combine cooked rice, shredded cabbage, carrots, cilantro, soy sauce, sesame oil, ginger, garlic, salt, and pepper. Mix until well incorporated.
  4. Fill the Dumplings: Spoon about 2 tablespoons of filling onto the center of the soaked rice paper.
  5. Roll the Dumplings: Fold the sides of the rice paper over the filling and roll from the bottom upwards tightly.
  6. Heat the Oil: In a skillet, pour enough vegetable oil to cover the bottom about 1/4 inch deep and heat over medium-high heat until shimmering.
  7. Fry the Dumplings: Place the dumplings in the hot oil, frying for 2-3 minutes on each side until golden brown and crispy.
  8. Drain the Dumplings: Remove dumplings from the skillet and place on paper towel-lined plates to absorb excess oil.
