- In a large pot, bring salted water to a boil. Add the pasta and cook until al dente, about 7 to 9 minutes. Drain and rinse under cold water.
- Prepare the corn by cutting kernels off a fresh cob, or drain frozen or canned corn.
- In a mixing bowl, whisk together mayonnaise, sour cream, lime juice, chili powder, smoked paprika, garlic powder, and season with salt and pepper until smooth.
- In a serving bowl, combine cooked pasta, corn, cherry tomatoes, red onion, and cilantro. Sprinkle with cotija cheese and gently mix.
- Pour the dressing over the pasta mixture and toss gently to coat evenly.
- Cover and chill in the refrigerator for at least 30 minutes before serving.
