- Begin by slicing the beef sirloin or flank steak against the grain into thin strips, about ¼ inch thick.
- In a large mixing bowl, combine cornstarch, all-purpose flour, baking powder, and a pinch of salt and pepper for seasoning. Whisk together, then add an egg and about ½ cup of water, mixing until smooth.
- In a large frying pan, heat at least 1 inch of vegetable oil over medium-high heat to around 350°F (175°C). Test heat with a small amount of batter.
- Dip each beef strip into the batter and carefully fry in batches for approximately 3-4 minutes, until golden brown.
- In a wok, heat 1 tablespoon of sesame oil over medium heat. Add minced garlic, ginger, sliced onion, and bell pepper, sauté for about 2 minutes.
- Stir in soy sauce, rice vinegar, hoisin sauce, chili sauce, and sugar. Allow to simmer for roughly 2 minutes.
- Add the freshly fried beef strips into the sauce mixture. Toss together for another 2-3 minutes.
- Remove from heat and serve immediately, garnishing with sliced red chilies and chopped green onions.
