- Add shredded carrots and chopped bell peppers to the skillet, sautéing for 2-3 minutes until slightly tender. Mix the vegetables with the beef mixture.
- Soak a rice paper wrapper in warm water for 10-15 seconds until soft, then lay it flat on a clean surface.
- Place basil leaves in the center of the wrapper, followed by a spoonful of the beef and veggie mixture. Fold the bottom over the filling, tuck in the sides, and roll tightly.
- Serve the rolls immediately with your favorite dipping sauce.
